Bureau for 360 Research and Innovation Limited (BRI360), is a social and development research and a Monitoring, Evaluation, Research and Learning (MERL) firm based in Ghana, West Africa. The firm works across the West African space in providing research especially in the social sector - education, health, governance, entrepreneurship and employment, water, sanitation and hygiene (WASH), gender, agriculture, youth and girls’ empowerment, environment and in programme/project evaluations and assessment, formative and action research and so forth. We are a team of experienced, innovative, creative and efficient researchers who are driven by passion for excellence in mixed method, qualitative and quantitative research work. BRI360 boasts of top-notch staff, associates and consultants with vast expertise in the social sector – working with our clients to build a better quality of life and society. The organisation has over the years conducted several research assignments - surveys and assessments including the census of out-of-school children (OOSC) in northern Ghana for Eduwatch; the baseline evaluation of ‘My Life My Right’ Project for Right to Play; mid-term evaluation of the ‘One-Million Smiles’ Project for AfriKids, rapid assessment of OOSC in urban areas of Greater Accra and Greater Kumasi for Plan International Ghana; the baseline learner assessment study of the Ghana Education Outcomes Project (GEOP) for NaCCA, baseline study on the learning challenges in the informal sector in Ghana and Nigeria for mc2h Foundation, assessment of citizen perception on the social sectors of Ghana for GGA-WARO, a baseline study on Ghana’s policy response to the effect of climate change/variability in the agriculture, food, and fisheries sectors and others. The firm is also serving as a MEL partner for mc2h Foundation, GGA-WARO, and Bureau for Community Action and Development (BUCAD). Hence, our strong approach and concepts towards research/assessments comes to bear in efficient execution of services for efficient and high-quality data collection and reporting.

BRI360 has presence and works at the local level across Ghana and parts of West Africa with our pool of experienced and trained researchers, enumerators and implementing partners. We also have highly trained team leaders, supervisors and managers that execute fieldwork, and quality control our research processes in line with local and internationally established standards.

On-going and recent research, evaluations and MEL support & services

BRI360 has undertaken various assignments in the social and development sectors, monitoring and evaluation, policy formulation, execution and management in Ghana. We have conducted a number of socio-economic research works and impact assessments and designed monitoring and evaluation frameworks for a number of development projects and programmes for government and non-government organisations, including donor agencies in Ghana. Key Assignments of BRI360 include the following:

Recent research:

  1. Census of Out-of-School Children (OOSC) in Northern Ghana for Africa Education Watch (Eduwatch) (February – April, 2025) – BRI360 is currently conducting a census of OOSC children across 200 communities in 20 districts across the 5-northern regions of Ghana. The assignment involves creating detailed profiles of OOSC based on various factors, including – age, gender, school attendance history, household socio-economic status and religious orientation, barriers to education (such as financial constraints, cultural practices, and infrastructure), geographical location and dynamics. The assignment also involves identifying, analysing and documenting the specific barriers that prevent children from accessing education; provide a basis for measuring progress in addressing the OOSC situation and to inform future planning and prioritisation of OOSC remedial strategies in subsequent education plans. Primary fieldwork/data collection has been completed across 200-communities in the 20-sampled districts. Currently, data cleaning and analysis is ongoing. The final OOSC census report is expected to be submitted by mid-April, 2025.

 

  1. Mid-Term Evaluation of the One-Million Smiles Project for AfriKids (February – April, 2025)

     BRI360 is currently conducting the mid-term evaluation of AfriKids’ ‘One-Million Smiles’ Project – which forms the base of the firm’s five-year strategy (2022–2026). The team is using a mixed method approach to assess progress, evaluate the project’s relevance, effectiveness, efficiency, preliminary impact and to identify areas for improvement. Beyond tracking midline indicators and those outlined in the MEL framework, the evaluation is also analysing data from previous sources, including the baseline report/data, the 2023 annual survey, programme reports, and other collected insights. The key activities of the assignment comprise in-depth literature review, development of field tools, primary data collection, analysis, report writing and dissemination. The findings of the evaluation is expected to help refine current activities, inform strategic planning for the remaining implementation period, and strengthen the foundation for scaling and replicating successful interventions in similar districts and communities.

  1. ‘My Life My Right’ Project Baseline Study for Right To Play International (Jan. – Feb. 2025): BRI360 conducted a baseline study for Right To Play on the ‘My Life My Right’ Project in Ghana across 3-districts in the Ashanti Region and one-district in the Ahafo Region. The baseline study was conducted to evaluate the school and community level indicators on education and child protection in the target districts. Additionally, the study sought to establish benchmarks for assessing indicators and identifying key challenges to inform project implementation – specifically measuring learners' attendance rate, measuring teacher knowledge on attitude on gender-responsive, play-based learning approaches and measuring caregivers’ knowledge of Play Based Learning. The assignment involved primary data collection, analysis and reporting. The final report has been submitted and dissemination is currently ongoing.

 

  1. Rapid assessment of out-of-school children (OOSC) situation in urban areas of Greater Accra and Greater Kumasi for Plan International Ghana (June – August, 2024) – BRI360 recently completed a baseline mapping study of the OOSC situation for Plan International Ghana. The assignment involved mapping communities and languages, identifying barriers to education and participation in alternative education, mapping key stakeholders, recommending priority districts, facilitating collaboration with relevant organisations, and proposing community engagement strategies and interventions as well as risks and mitigation strategies. The assignment also involved the identification of challenges/barriers/obstacles hindering OOSC from accessing formal schooling and potential barriers preventing their enrolment and attendance in alternative education programmes and in the formal education system. The team conducted primary fieldwork/assessment across 18-metropolitan and municipal areas, conducted detailed desk review, analysed data, wrote a comprehensive report and made presentations to Plan International and other stakeholders.

 

  1. Citizen Perception Survey on the social and economic conditions in Ghana (Good Governance Africa – West Africa Regional Office (2024): BRI360 conducted a citizen perception survey for Good Governance Africa – West Africa Regional Office (GGA-WARO). The study focused on assessing what the perceptions of citizens were in relation to educational standards, health provision and economic well-being in Ghana across six districts in Ghana (Tamale Metro, Nanton, Old Tafo Municipality, Sekyere South, Accra Metro and Ada West district). The assignment involved developing field instruments, piloting, actual primary data collection, analysis and report writing and presentation.

 

  1. Technical Assistance on Capacity Building for Complementary Education Agency Front Line Officers – Foreign, Commonwealth and Development Office (FCDO) (2023): BRI360 provided technical support to the FCDO in building the capacity of the front-line Officers of the Complementary Education Agency (CEA). This assignment entailed providing training to front line officers of the Agency on the CEA Legislative Instrument (LI) and Policy and on the sustainable delivery of complementary education in Ghana. The training helped to improve the knowledge and capacity of the frontline officers for effective mobilisation and implementation at the local level. The process also involved the development of training materials, training re-training and reporting.

 

  1. Impact of Water, Sanitation and Hygiene (WASH) facilities on Menstrual Hygiene Management (MHM), school attendance and learning outcomes in Ghana (2024): BRI360 conducted a study on the implications access to WASH facilities has on menstrual hygiene management, school attendance and learning outcomes across 48-basic schools in six districts in Ghana. The study adopted a triangulation mixed method approach - using both quantitative and qualitative approaches to establish the relationship between WASH facilities, MHM, school attendance and learning outcomes. The findings from the study have provided insights into helping bridge the gap between policy and implementation by strengthening the evidence on how relevant WASH facilities are to achieving school outcomes;

 

  1. Baseline study on the informal literacy sector in Ghana and Nigeria (2023): BRI360 conducted a baseline evaluation for the mc2h Foundation (Geneva, Switzerland) on the informal literacy sector in Ghana and Nigeria. This study comprises a comprehensive desk review of the informal sector across the 2-study countries. The desk review was complemented by a minor primary data collection activity (qualitative) with key stakeholders in the sector in both countries. The findings are intended to assist the firm in entering the Ghanaian education space.
  2. Evaluation of 3-year Social Management Plan, Baseline Study and the Development of 10-Year Socio-economic Development Plan (SEDP - 2022): BRI360 partnered with the Bureau for Community Action and Development (BUCAD) to undertake the evaluation of the Social Management Plan, the baseline study and development of a 10-year Socio-Economic Development Plan for AngloGold Ashanti, Ghana. This assignment was in two phases. Phase one entailed the evaluation of AngloGold Ashanti’s 3-year Social Management Plan (social intervention plan for host communities) – assessing the effectiveness, efficiency, impact and sustainability of the interventions of the various social and economic interventions. The results of the evaluation also served as a baseline for phase 2 of the assignment. Phase 2 entailed the development of a 10-year Socio-Economic Development Plan (SEDP) to guide the social and economic intervention of the mine across its host communities. The 10-year SEDP comprised key activities across the Agric, entrepreneurship, and on infrastructure expansion in the education, health and WASH sectors. The team also developed MEL frameworks to guide the role-out of the 10-year plan.
  3. Ghana Education Outcomes Project (GEOP) – Baseline Learner Assessment Study: BRI360 provided technical support to the National Council for Curriculum and Assessment (NaCCA), in conducting the baseline assessment of out-of-school children (OOSC) in selected districts in Ghana as part of the Ghana Education Outcome Project (GEOP). The support included identifying assessors, training trainers, development of field manual, field supervision and technical support in analysis and reporting.
  4. Baseline study on the informal literacy sector in Ghana and Nigeria – Aug. – Oct. 2023

BRI360 conducted a baseline evaluation for the mc2h Foundation (Geneva, Switzerland) on the informal literacy sector in Ghana and Nigeria. This study comprised both desk reviews and primary data collection to measure learning challenges in deprived areas of Ghana and Nigeria.

  1. Tracking, monitoring and consolidating processes leading up to the 2023 Local Government Elections – for Good Governance Africa (West Africa Region):

BRI360 conducted a study on tracking all processes leading up to the 2023 Local Government Elections (LGE) in Ghana. Key activities comprised the conduct of a comprehensive desk review of previous LGEs to inform advocacy and monitoring strategies; monitoring of the limited voter registration exercise across selected districts; the development of advocacy materials to drive interest in the upcoming elections and to organise advocacy programmes in selected districts prior to the elections. A comprehensive study report with all relevant statistics and data was developed after the entire process.

  1. On-going MEL support services for Good Governance Africa – West Africa Regional Office (GGA-WARO): BRI360 has over the past three (3) years been providing monitoring, evaluation and learning services for GGA-WARO in their project implementation. The support services comprises development of a 5-year strategic plan, evaluating/assessing project interventions (entrepreneurship programmes), monitoring of programme activities at the local level, research work, and evaluation of ongoing entrepreneurship interventions.
